The Flaxens provided Avalon Brookes with a facility on Venus in which to modify the hawks. It also served as his place of recovery after punishments imposed by the Flaxus.

Location and work
Echo's intelligence placed Brookes in a facility in the most densely populated part of Venus, making a capture operation hazardous. Following the loss of an ear, he studied sensor records of Cylli in his complex while planning how to gain access.[1][3]
