The Copious civilian council comprises the civilian leaders selected to assume governance of the new colony after its establishment. Three travel aboard Echo and three aboard Formidable.

Transfer of power
The civilians are to take authority three months after the settlement is judged successful. Emergency provisions let the mission commander suspend the transfer, reviewed at three-month intervals. Andrew Copley disputes Eastcott's conduct but cannot claim power before those conditions are met.[1][2]
