Canada is the territory where United Earth authorizes the first Flaxen settlement on Earth. Its sparse population helps make it the selected refuge for an initial thousand arrivals.
Settlement and expansion
Four further ships are permitted, increasing the authorized population to five thousand. Continued unauthorized landings raise the Flaxen population above two million in less than six years, while incoming vessels also bring supplies. Canada becomes the base for the invasion south into the rest of North America.[1]
Sentences and confinement
Hundreds of convicted Flaxens and Brookes were sentenced to spend their remaining lives there. Visitors were ordinarily forbidden; Eastcott received an exception to question Brookes about the horde.[3]
