Government and war
At Echo's return, Julius Forrender is president, Cyrus Eppleston minister of war, Dwight Von Marshall chief general officer, and Phil Grader chief air marshal. The government retains Europe, North Africa, and much of western Asia but has lost the Americas. Intelligence is its main advantage over the Flaxens.[1][2]
Alliance with Echo
The government verifies Echo's location, visits the ship, and begins negotiations for military assistance. An initial proposed exchange links the extraction of a gifted hybrid prisoner to the manufacture of supplies for Echo.[2]
Re-formation
Following the revolution begun by William Hornica, Earth reindustrializes using surviving ancient knowledge. The reunited government welcomes Flaxen settlers under a fabricated claim of environmental disaster on Venus. Unauthorized arrivals and refusal of inspections eventually lead to war.[3]
Military strengths
United Earth maintained an air force and a radar network that supplied real-time information to its pilots. Its intelligence agency employed half-Flaxens whose information helped slow Flaxen advances. It manufactured rail-gun slugs for Echo, enabling the starship to restore part of its offensive capability.[4][5][6]
Shared name across time
Eastcott continued to apply the prisoner-treatment regulations of the United Earth society from which Echo had departed, although that society had been destroyed eight thousand years earlier. He distinguished military necessity from vengeance against defenseless captives.[6]
Liberation and ceasefire
After Echo's strikes weakened the Flaxen air force and industry, United Earth advanced on all fronts. The final large Flaxen offensive met forces of nearly equal strength. Flaxen defections and internal fighting led to a ceasefire negotiated with their most senior general.[7][8][9][10]
Occupation and justice
United Earth troops were transported to Venus to maintain order. Soldiers below major's rank were offered reeducation or life imprisonment; all chose reeducation. Senior suspects faced judges in Wellington, with both convictions and acquittals based on evidence. Convicted leaders were imprisoned in Canada.[11]
