Field Marshal Kilter Shrader was the most senior Flaxen on Earth and the highest military official of the Flaxus. He threatened United Earth with daily mass killings unless it ended its alliance with Echo.

Texas broadcast
Shrader appeared in a direct broadcast to United Earth and showed the bombing of approximately one hundred thousand captives in Texas. He demanded the alliance be broken or a further hundred thousand would die each day.[1]
Conference on Venus
Brookes transported Shrader to Venus in a hawk. He and Claudius had known each other since indoctrination school and greeted one another by touching forearms. Shrader reported that forty death chambers remained, with each able to kill around one thousand people per day when operating at full efficiency.[2]
